PMBOK page 135: Time Management Tools & Techniques:

Generally Templates are Orgnizational Process Assets. But, in Time Management, they are grouped under Tools and Techniques along with Decomposition, Rolling Wave Planning & Expert Judgment.

Can anyone explain the reason behind this?
