I think it should be A. Dividing the project into phases can be done in planning phase and not during initiation phase.

Answer is A.

The rest of the 3 seem to be true to be completed during the initiating phase.

Guys you are making a mistake here

Even Pmbok p54 talk about divide project into phases in Initiation...  this option is good

but this question is really weird

Weird question.

A and D is correct and that will leave us with B and C. If I have to guess, I would guess C.

C is also correct as you mention your project initial scope and resources in the charter. So answers seems to be right.

Why A is not correct
PMBOK p54 says in initiation we can break project in phase
"Large projects may divide the projects into phases"

I agree the question is weired.

But my reasoning is Initial Scope is commited is wrong, there are chances that initial finance is commited is true as sponsor is part of the initiating and he is one who will give the money.

So from B and C I will choose. B as the wrong option.
