I think it should be A.
I think it should be A. Dividing the project into phases can be done in planning phase and not during initiation phase.

My Ans is B
I agree the question is weired.
But my reasoning is Initial Scope is commited is wrong, there are chances that initial finance is commited is true as sponsor is part of the initiating and he is one who will give the money.
So from B and C I will choose. B as the wrong option.
