A & B are invalid and can be eliminated completed because neither we can cut scope nor compress directly without analysing.
D - We cannot advice client of the change as we still did not finalize the path we are going to take i.e., Fast tracking or Crashing which now corners us to one answer C.
As a PM since this is a change to the product specification we need to consult project sponsor.
