In a functional
In a functional organisation, PM got vrtually no power. In the above case there is a DEDICATED PM and the team got many characteristics of a Project Organisation and is special one.
Is it not a co-existence of a Project Organisation and Functional Orgn at the same table ??, thus making a composite one.

Definitely not a project
Definitely not a project orhanziation since it mentions it has many characteristics of project org and still will be controlled by functional managers so it should be a composite Organization
Refere to PMBOK 4th edition page 32. It aslo says the Composite Organization.
