Except C, all 3 are charactors of a Phase.

Choice 1 - it is not necessary that completion of any phase is a authorisation for subsequent phase. subsequent phase may be started earlier or may be sarted later by seperate authorization.

Choice 2 - it is not necessary , that if further phase is not needed, present phase will be closed .( here closed means may be terminated )

Choice 3 - project or phases can be divided in sub project or subphases as per pmbok.

hence option 1, 2 and 3 are not the characterstics of phases.

Choice 4 - as per pmbok any phase follow the project management processes and complete the corresponding deliverables.
