First you need a team of people to work on, then you should know the project scope, once you know the scope you can details out activities and resources required. Then you assign resources and all this will finally result into a project schedule. 

It is "B" is part of  Define scope

A is part of create wbs

C is part of Define activities and others

D is part of Develop team.

 

A,C and D comes after B.

Answer should be "D"

The answer can be reached through elimination process as well:

Project Scope Statement - We have not collected the requirements yet

Activity List and estimates - not possible unless you have WBS

If you are referring to Rita's book also,she clearly mentions Acquire project team should be read as Acquire final project team.Acuiring the inital team occurs early in planning stage.

You said that, did not collect requirements.. Then how can you conclude answer "D". (Identifying team from functional Mgr).

Are you saying initial team can be acquired without "Collect requirements" and Create Scope?

You can't do the others until you know the scope of the project.
