By elimination of other options:
- 4 should already have been done and the risk list isn't impacted by losing people or adding people.
- 1 and 2 might be done as part of a team building experience, but as you lost KEY resources, you first need to review the WBS and make changes to reassign people, because some activities will be dangling without resources.
