stakeholders formal acceptance of completed deliverables

You have recently joined as a project manager of an equipment manufacturing company. Your project sponsor stresses the importance of obtaining stakeholders` formal acceptance of completed deliverables. This should be done:

 
 
  1     At the end of the project 
 
  2     At the end of each project phase 
 
  3     After deliverables are completed and ready for review 
 
  4     After project milestones are defined

formal acceptale of eliverables is part of Verify Scope (Interim deliverables) and these are the inuts ofr for the final closure of phase or project.

Verification of interim deleverables is Verify Scope , Verification of Final Product Scope Closing

It should be 3 after the deliverables are validated by Perform Quality Process (inout to Verify Scope)

I agree this is part of Verify Scope, but can't the answer be 2? As per Rita's book, on page 164 it states that "Verify scope can be done at the end of each project phase". Moreover, in answer 3, why would the deliverables be reviewed AFTER their formal acceptance by the stakeholder?
