When the impact of the change should be analysed? Is it before create the formal change request? or After filing of the change request but before presenting it to the change control board? 

 

I see many questions regarding this on the practice test and their answers are very confusing? Do we handle change differently for internal change or for external (customer) change ?

 

Need more explanation.
