Confusion over Change Control

Experts,
When the impact of the change should be analysed? Is it before create the formal change request? or After filing of the change request but before presenting it to the change control board?
I see many questions regarding this on the practice test and their answers are very confusing? Do we handle change differently for internal change or for external (customer) change ?
Need more explanation.

In the real world, the sequence goes as follows:
Receive formal form of change request with a clear description of the change requirements
Analyze the change and understand it's reasons, goals,...etc
Assess the impact of the change on project constraints like scope, time, cost, resources, risk,..etc
Look for alterntatives or other options to the change
Discuss the change with senior management (internally) and get approval for your proposal
Present a formal feedback of your proposal to the customer
The customer will asses your feedback and sign the change
The change moves into the implementation phase

Ultimately, a change should be analyzed as part of the integrated change control process. Such would happen after a formal change request has been submitted. Approval/Rejection of the change by the CCB, is the precursor to obviously implementing the change.
