Kindly clarify from Rita's Book 6th Ed.

Progress Reporting:

20/80 rule: An activity is considered 20 percent complete when it begins and gets credit for the last 80 percent ONLY when it is completed.

If an activity has begun and "gets  credit for the last 80%," how then can we say it is just 20% complete?
