But I am not convinced.

 

I think that acceptance of interim deliverables happens during M&C and final acceptance is during Closing. Pls explain.

 

 

 

 

 

 

For me its B too.. acceptence already happend...moreover, all stakesholder also not require

Look at the question. This is not talk about just closure, it's about 'contract' (procurement) closure. 

A. Yes, Applicable to verify whether all the contracted work has been met.

C. Paying the final payment to contractor holders

D. Lessons learned from the contract agreement and procurement process

 

Question state which is 'NOT', So correct answer is B. This is about roject closure.

We don't need to get approval from "ALL" stakeholders.

The catching point is "ALL".

Deliverables acceptance is usually done by authorized procurement administrator. Acceptance from all stakeholders are not required. PMBOK  (4th Edition) 12.4.3.2
