  1. A rating of 1.1 on the impact scale

  2. A rating of 0.8 on the impact scale

  3. A rating of 0 on the impact scale

  4. A rating of 0.1 on the impact scale

 Impact being measured in the range 0 to 1,  0.8 has highest impact on project.

Yes, the impact is measured between 0 to 1 but I do not see reference in PMBOK. I came to know the answer only after authors explaination.

Keyword is risk *scale*, indicating a 0-1 range.
