Her manager has only provided her with the assignment and the name of her authorizing sponsor. Once Patricia has gathered project information from the sponsor and project initiator, what is the best next step for her to proceed with managing the project?
A. Validate the current cost of oil per barrel against the cost of oil from the shale oil recovery process to see if the project has a payback
B. Gather and organize the information necessary to create a project charter, which will authorize Patricia to then continue working on the project [She has been assigned (by who is not clear) so cannot definitely say she has been 'authorized' yet. Also it seems that Project SOW or Business Case or Contract (inputs to 'Develop Project Charter') have not been established yet, which means Project Charter is the next step]
