B. Pull Communication

I am really not sure if the answer should be Push or Interactive. Using email communication seems to be more effective in this case...

I just feel "Push" communication would be better since not much details about stakeholders and about type of information is provided.

You should choose a formal written communication through PUSH communication channel i.e. email.

Planning phase has least money involved because it’s all about making various baselines (scope, cost, time, risk, quality etc) and getting it approved. The worst case is the plan rejection, but this is iterative as you can re-plan your baselines as per PMBOK. Hence planning process should be least risky.

I believed Push communication is the best since offshore stake holders defenitely look for project updates that's can be deliver via email and report formats.

If interactive, it's more towards two way communication, which means meeting, confrence and conversation.
