Quality planning cannot be done throughout the project. You generally plan during early stages. Anyway see the video and post any questions you may have.

Quality planning involves identifying which quality standards are relevant to the project and determining how to satisfy them. It is one of the key facilitating processes during project planning and should be performed regularly and in parallel with the other project planning processes.
 
DEFINITION OF QUALITY:
 
The degree to which the project fulfills the requirements is defined as Quality. A project cannot achieve quality if all of the stated and unstated requirements are defined in the project scope statement.
