Project Charter ? Sponsor / PM

Please clarify the below couple of questions

Who creates the project charter?

As per instructer, Sponsor creates the charter, It recommends Project mgr to involve.

Difference between the customer & Sponser?

As per my knowledge Customer is the person who gets the project done by Performing organization.

Sposor is the person from performing organization who is in senior management level, not from customer side. Please let me know if i am wrong.

Who can request the changes?

Cusromer/PM/Sposor...

What is planning package?

What is pairwise comarison ?

Check this thread http://pmzilla.com/customer-verses-sponsorer-verses-owner - Sponsor is different from customer and he is internal to delivering organization.

Any stakeholder can request change. It will go through change management process. meaning it will be evaluated.

Work Package and Planning Package have following differences.

Work Package	Planning Package
It’s a lowest level element of work breakdown structure, further decomposition will not be done beyond this level	It’s also a lowest element at a given point of time but at later stage it will get decomposed into work packages
Work packages are planned by way of identifying activities under them, they are the primary input to identify activities process	Planning Packages are decomposed into work package or they get converted into work package when we get more visibility of the work, planning package will not have activities under them
