Is team correct or stake holder correct

Stakeholder is correct.. to ensure that you have a comprehensive LL you should reach to stakeholders instead of limiting yourself to the team only.

I agrees this is an oddly worded question but I assume this is where they are coming from. In the PMP world most question assume you work in a matrix of the US govenment or very large global corp. Think of lessons learned as being a questionnaire or survey that should get filled out at the end of process, phases and or projects, also many large companies or US government projects use a facilitator (at the PM request not by the PM)and they complete the lessons learned request form and submits it to the PMO where they add it to the lessons learned knowledge base. They(the question maker) are thinking who should complete this form. Answer: well, anybody who can affect or is affected by the project. Who are anybody who can affect or is affected by the project?  Answer: they are Stakeholders.

I am trying to refer to PMBOOK and find no single relation between lessons and stakeholders.

The project manager, along with the project management team, directs the performance of the planned project activities and manages the various technical and organizational interfaces that exist within the project.

And what does it means "to complete" i can offer ten different meaninsgs of that.
