Need One important clarification on one PMBOK 5th Edition concept

Hi Guys,

I need to understand one important concept in PMBOK.While studying and thinking it came to my mind.

Can anyone of you help me understand it? :)

I need to understand Why neither OPA nor EEF is an input to Collect Requirements,Plan Risk responses,Perform Quality Assurence,Develop PT,Validate Scope,Control Risk,Control Procurements,Control Stakeholder Engagement and Close Procurements?

Really appreciate some responses to help me understand this important concept.

Thank You.

I havent taken the test yet but I asked someone that same question and they refered me to this in the PMBOK 4th

PMBOK Guide, 4th edition, Chapter 3, Page 37:

Organizational process assets provide guidelines and criteria for tailoring the organization’s processes to the specific needs of the project. Enterprise environmental factors may constrain the project management options.
