Resource leveling is used to make resources available in areas where necessary so as to not delay the critical path which would delay the project coming in on time.
Resource smoothing is used to make sure that the resources are scheduled to correspond with the work being done so as to not have recourses scheduled when there is no work to be done or when there is not enough work to require so many resources.
Remember, resources are people, equipment, supplies, etc..
