Project Management Plan
New requirement means it will have impact on scope as well as cost and time. If there is an impact on Budget, there will be impact on scope and time. All these are consolidated in Proj Mgmt plan. We can't only choose cost or scope baseline but surely can choose Proj Mgmt plan

explanation
Note the question states "must get UPDATED to reflect change" the idea is when there is a change and its approved the "baseline" gets updated first then the Proj mgmt plan

Cost baseline
Hello Dipti,
Cost Baseline can be the response. If you refer the change management process steps... when you get a change request first you do an impact assessment, then change request to CCB, if it gets approved you first update the baselines - cost, scope, schedule and then any other section in PM plan which needs updation only then the change is implemented.
Now as you might know, cost baseline is a part of the project management plan, so it is ultimately the proj management plan which gets updated. But this question is to test your knowledge on change management process - you know what exactly gets updated in the PM plan. PM plan is not wrong, but we always need to choose the more specific and best answer.
