Why “manage project team” and “manage stakeholder” are in “project Executing group”?

Just wonder why those 2 processes are not in "monitor and control" but in "Executing" group in PMBOK 4th?

I believe in order to carry out activity for 2 process, we need to do a lot of "Check & Act", so should it be in "monitor & control"?
Anyone can explain? Thanks

 there wont be any meaning 'managing' project team or stakeholders in 'monitor & control' when the project gets executed in the wrong way at the first place.
