Where does the SOW fit in compared to the project charter and scope satement?
Is the SOW done before or after the scope statement?

Before it's part of the inputs in the initiating process group while you are developing the project charter.

I have been away for long, daamn! I understand a statement of work is a precursor to the project charter and is drafted at the beginning of the project by the Project Manager who may be temporarily appointed by the Project Sponsor. As the project evolve, that's when you may develop a scope statement, that is after appointing the PM permanently.
