Acquire Project Team

Hello,
As per PMBOK, the project team is really neccessary to be involved at scope management plan and during processes such as Create WBS.
I would like to clarify something; if completition of project team happens during executing of project, which part of the team is dealing with planning except Project Manager?

Think of it as "acquire
Think of it as "acquire final project team" instead of just acquire project time. This is where you need to negotiate for resources either from functional managers or sponsors.
Initially, you're going to have your staff helping you in the planning, and they don't count into the project team needed to be acquired during execution.

Do you mean the people who are executing the plan (experienced programmers or construction engineers) might be out of the group who initially developed the project plan and its components?

No people who do planning
No people who do planning may be different from people who do execution., but also for planning you will have a much smaller team , and execution will have a huge team. So you will have to acquire people. The original team members may still continue on the project.

This acquiring of project management team that does the scope management, at which point or process in Knowledge area does it happen? There is one tool of Pre-assignment (HR), but that could go either way as well as it happens late in the project planning.
