With mean of 13 days and for normal distribution i.e. 3 sigma ... the upper and lower limits would be 10-16 days...which is exactly what the question is asking for ....
Since it is normal distribution and normal distribution, the SD should be considered is +/- 3 Sigma. So, place the 13days, EAD+/- 3= 13+/-3 = 10 and 16 range.

Sigma = Standard Deviation = (O-P)/6 = 1 day

EAD=P+4M+O/6= 16+4(13)+10/6 =78/6= 13 days
