Help with ETC and EAC

Hi All --,  could you please help me understanding this question:

 

When is the EAC forecast for ETC work considering both SPI and CPI factors most useful?



 








 

The correct answer is #1, for the following reason:  The EAC forecast for ETC work considering both SPI and CPI factors is most useful when the project schedule is a factor impacting the ETC effort.

 

I don't understand how SPI and CPI factor into ETC effort?

 Answer=1

SPI= EV/PV-- schedule performance Index is very important indicator for ETC. If you have a schedule variance, your ETC will be off.

Why not #3? EAC is what we compute initially... and then obtain ETC from it. AC is water gone under the bridge.
