       As stated in PMBOK, PM spends most of i.e 90% of his time in communication so thats the most important skill the PM should have.

Rest of all skills are effective when you are able to communicate well.

 Moreover as stated above , communication skill is bottom of the all skills, 

Problem solving, as per pmbok,  is a technique for resolving conflicts.  (not a skill)
