Can someone explain?

Madam, Here the key word is incentives or bonus payments.

CPIF contract considers incentives & CPAF considers bonus payments. Both the contracts are comes under Cost reimbursable contract.

Also, please refer to 431 page

fixed cost with incentive -- also may be an option , it is not a cost reimbursable contract
