answer given is d. In my opinion it is confusing. I answered a.: is it not that after the technical work is completed it needs to be verified?

Explanation is: Did you pick Verify Scope? Then you may have forgotten that the Verify Scope process is done during project monitoring and controlling, not project closing

But why we have to jump directly to project closing after technical work is completed? If technical work is completed, then the deliverables are produced and needs to be verified before, is this correct?
