Now lets address your confusion. Let me modify your question a bit, “Is stakeholder analysis document a project document? The answer to this is, yes, any document that contains project information is a project document. However PMBOK’s processes do not recognize this as a separate project documents. I must make this also clear that although PMBOK’s processes do not recognize this document as a project document, this doesn’t mean that PMBOK claims that this is not a project document. This is evident from the PMBOK reference you have quoted that PMBOK does recognize it as a project document on page 350.
Stakeholder analysis is indeed an activity that we need to perform in order to identify stakeholders and define their management strategy. If we document how we planned this activity, how we carried it out, which techniques we used, what data we collected, how did we get this data validated etc., what shall we call such a document? Although PMBOK’s processes do not give a name to such a document, but this is our “Stakeholder Analysis Document”.
