conflict of interest
if there is conflict of interest, you had better disclose it and be out of the particular procurement process...
all about ethics!

Fair evaluation is possible
Fair evaluation is possible in the absence of concerned staff when transactions on Related Party are in evaluation forum. There could be his influence may be due to his callibre or any reasons etc.
It is better in the interest of the Organization to disclose the fact and abstain from the Vendor Selection.
