Wondering anyone can help me on this.

When I check what are the priorities of "reasons of conflict" , I get the list below (1 is the highest whereas 6 is the lowest) :

1 . Resources

2 . Priorities

3 . Schedule

4 . Personalities

5 . Cost

6 . Technical Options

But in Rita Mulcahy if you see the order is different. can anybody let me know what is the correct sequence if possible.
