For below question which is from Oliver Lehman, I just can't able to understand why answer is option three. Is variable and statistical sampling same ?

In figure at 3 - 4 places resources are shown shorter than required. Hence option one is correct . Resource leveling or reallocation of resources is not shown in any option. Option 3 is saying for reasseSsment , is not valid option.
