A project manager is in the middle of the executing process when a stakeholder suggests a major new change. This change will cause the third major overhaul of the project. At the same time, the project manager discovers that a major work package was not completed because a team member's boss moved him to another project that had a higher priority. Priority for the projects is set by the Sponsor, so this issue should be discussed with the Sponsor.

IMO this organization does
IMO this organization does seem like functional or weak matrix organization. and you as PM do not suppose to approach SPONSOR when Senior Management is there. If necessary Senior management will approch to Sponsor.

My Answer was....
based on two factors.....
1st: The change will cause the third major overhaul of the project.
2nd : A major work package was not completed because a team member's boss moved him to another project that had a higher priority.
If only the second factor was mentioned in the question, then we could have chosen Senior Management.
But here also there is major changes happening to the project and such issues can only be addressed with the Sponsor

two problems ?
@raza82 - Since there are two changes/problems, first is major change in the project and second is moving of team members and both needs to be addressed by different people one by Sr. Mgmt and other by Sponsor. So how will we decide the priority here ?

When.......
When there ar lot of changes happening in the project and resources are not assigned properly....one of the reason is lack of focus by the Sponsor and he is the best one to addres this issue with....
