Answer should be C
Preliminary scope statment process was in PMBOK3 and is deleted from PMBOK4 and hence that cant be an option.
In this scenario, you have already been authorised as the PM so it means project charter has been created.
The confusion is between c) and d).
However if you see the inputs of Develop Project Management Plan, it says "Outputs from other Planning Process"
which means you need to go through all the planning process before you can make the PM Plan.
Defining the Project Scope Statement would be the preferred answer here however not given a choice, create the WBS is the right answer

your approach is almost correct.
but before of wbs - other planning processes like collect requirment etc. are necessary.
Second, project management plan is an integrated progressive elaborative and iterative with its subsidiary plans.
hence intially planning work start with a key structure of develop project management plan.

Answer per me
I feel the answer is to Develop P Charter first before going any further. The PM is just assigned to the project and miles and miles to go before the PM can sleep.
The PM does not write the PC, but he can definitely play a substantial role in developing the PC.
Just my feeling. Still my suggestion is to go with RPS and not with failures like yours truly.

creating a Project charter is ruled out
....since the project Manager has already been authorized and according to PMBOK Project Charter is used to authorize the PM.
