A project team is working on manufacturing a new product, but they are having difficulty creating a project charter. WHat is the BEST description of the real problem?

manufacturing is an operation.
project charter must have a project finish date, in manufacturing this is not defined.
hence option C is the answer

The team is working on
The team is working on manufacturing a new product (after product delivery, then operations will take over, right?); however, this team could not create the Project Charter to start with. In that case, how best can we describe the scenario?
The team is responsible for creating the charter and not a unique sponsr... A hots of things can prevent Project charter: EEF, OPA, project not meeting business needs, etc, etc.
How does all of these zeroe on an option from A to D?

I would go with option B. they are working on a process not a project. Manufacturing is a continuous process so, it comes under operations.

if I say manufacturing a product may have many processes, it could not be a process but be a set of processes.
then what is your justification.
second , manufacturing a product does not have a end date, while project has a definite ending.
then what is your justification please.
