When you get an RFP , and if
When you get an RFP , and if you need services of the vendor, then you sign a teaming agreement with the vendor. This is not the contract, since contract will be signed after you have won the deal. During proposal stage , you get a commitment from the vendor that if we win this proposal, this is how we will be teaming up to deliver the project. Teaming agreement will have all the terms and conditions required .

Admin, Didn't mean to offend you but I think. Whatever you described is the "letter of intent".
The teaming agreement is a joint venture. Wen two sellers feel that there chances of winning a contract will enhance when they join teams for one procurement, they will sign a teaming agreement with each other to address the legal and business aspects of the assignment. The agreement clearly defines what role each seller will take.

I think PMBOK 4 has an explanation
PMBOK 4 has an explanation over teaming agreement at P 319 and 331.
But confusion part may be that ---- when joint venture or 2 or more entities agreed internally to execute any external project -- then Teaming will be as a seller for the external client.
And when this work is only done if inhouse, then buyer -seller tie will be there.
It is more interesting that - PMBOK 5 has removed this INPUT/OUTPUT now. Though there ( in PMBOK5) is lot of technical issues and mistakes including of this one.
