Help on this generic question

Hi,
I just started my preparation for PMP and found the below question. Pasting it without any formatting.
The problem is that if I look closely, the first 2 options look very close. Just want to confirm that I have read between the lines. I would welcome any answers/options with logic.
Although it looks easy, but a close look at options adds confusion.

It should be size and nature.
It should be size and nature. For eg: if the size is more project is more complex and you may choose to strictly enforce some techniques, while if size is small and its less complex program, some processes may not be needed.

Ideally all are the correct
Ideally all are the correct requisite for good project management. In such questions always look for the one at most root level i.e. raw material that makes a big building. I would go with Admin and choose “Size and nature” because this quantitative entity would help in planning all other one listed in the choice.
