In one question Rita says "Scope" deals with acceptance and not with on time delivary.
then who verify under what process that deliverables have been delivered in a time specified.
- work authorisation system - when and how - work packages will get start
- work performance measurements --- project EVM - compare and states progress
- project schedule measurements ---- about SV , SPI
- work performance informations ------------- project status
But how and who will confirm from customer side.

Customer is the stakeholder
Respected Pawar sir,
In such case customer is our prime stake holder : Details of this stake holder can be taken from stake holder register.
The verification details will be done as per the Project statement with all details & assumptions of product defined in there to which customer have agreed & riview against this.
I am new to PMP whatever I answered is based on my understanding from recent study of Pmbok & Rita.

A procurement performance review is a structured review of the seller's progress to deliver project scope and quality, within cost and on schedule, as compared to the contract. It can include a review of seller-prepared documentation and buyer inspections, as well as quality audits conducted during seller's execution of the work. The objective of a performance review is to identify performance successes or failures, progress with respect to the procurement statement of work, and contract non-compliance, which allow the buyer to quantify the seller's demonstrated ability or inability to perform work. Such reviews may take place as a part of project status reviews which would include key suppliers.
