Need Clarifications
I have a list of statements below, if someone would explain me this - it would be very helpful.
1. "If a software delivery is delayed by 2 weeks, then a meeting should be conducted with the contractor to resolve the delivery issue before making the payment" -- but usually a buyer cannot stop a payment right even if there is a breach of contract on seller's end?, it would be a breach on the buyers side. - So how is this correct?
2. "Best Practice means a specific sequence of work described in terms of soft logic" -- is this best practice?? isn't best practice mean a practice that usually results in good results?
3. "Inspection is most important for product acceptance when a project is nearing the end" -- but I have read something like "Quality should not be inspected but planned in"
4. "If several team members send a cancellation to a project kick off meeting just before the event - then do not reschedule the meeting instead insist the team members to attend on the sceduled date/time" -- is this correct?? wouldn't it be better to reschedule the meeting?
5. "To determine cost baseline -- risk register is not needed as an input" -- why is this, wouldn't a risk response raise a need for contigency reserve and a contigency reserve is needed to calculate a cost baseline.

You can also choose to amend the contract to introduce penalty for future delays ( if your contract permits ammendments )
2. Not sure
3. Towards the end of product lifecycle, you cannot plan for quality, you can only inspect whether it meets the quality standards.
4. Keyword is "Just before the event". You may not even have time to reschedule, instead you can pick up the phone and request people to attend now that its too late to reschedule
5. Read page 177 - Rerserve analysis takes care of this.

Thanks for the response. For #5, I read pg 177 in PMBOK - but to do a reserve analysis - We would need the risk register as input right, so wouldn't that indirectly mean that Risk register would be an input to determine cost baseline.
