Total float question

When total float is in negative, does it mean that project is already late or it means project completion is forecast to be late?

I mean does negative total float talks about past or future?

What I understand from ANDY CROW p141, Due to delay in predecessor activity, and the cause does not make it mandatory activity further for successor, and successor activity get completed before completion of predecessor, then negative float will happened in successor activity.

It means it is eventual/incidental phenamena, which ultimately delay the projects and not to be predefined.If somewhere it is found in planned document or during planning means rescheduling is required.

Here negative word with float means - Project behind the subjected activity will not be affected if the subjected activity are being made delayed for that much period (negative float days/hours/time).

You see

If there is no negative sign ahead of float means project ahead of that activity will not be delayed, if that activity will be delayed for that float period.

Hope this is clear and this explanation nowhere you will find.
