Product Scope reasoning

Ensure the product scope is as final as practical is mapped in the Intiating phase of project managment life cycle.

as per my understanding the product scope will be finalize only in the Planning phase.

can some one assist me in understaning why the product scope finalization is mapped under intiating phase the Rita's process chart

Suppose you are building samsung galaxy S3 phone , then one of the projects can be to "Customize Android OS for samsung". Another proejct can be to "Build Custom application for Voice recognition"


So the scope of the produc ( S3) would be finalized before the 2 projects are started.  When you start your respective projects you can worry about the full scope in planning phase.

Thanks , it did make sense to me. a product scope will be fianlized before the project scope.
