Change Control System.

During the execution of the PM plan an emergency change request was raised that could not be approved by the Change Control Board due to schedule constraint.  The Project Manager evaluated and approved the change. The team implemented the change in accordance with the the procedures outlined in the configuration management plan. The team documented the implementation for future reference. What if the impact of the change required to re-baseline the triple constraint, will the change still be appropriate without the approval of the CCB?

The Beauty of Configuration Management System is that every single term about Changes, Configuration etc has been clearly defined, If it's properly implemented. Also Emergency change requests provision has normally been granted to the PM as well.

When we talk of change on any Constraint, (The Triple Constraint term has been changed in PMBOK4) and you are refering to an old question. it has influence on other constraint as well and The Project Manager need to Focus on That.

Project Stakeholders may have different Opinions on changing any of the Constraint, which could be a great challenge but this is the Project Team Responsibility to assess and balance the demands and Constraints in order to deliver the Project Successfully.
