Correct Choice : 1
I thought it is Choice 2.... why is it greatest at the early stages of the project?

Answer: PMBOK Page 16 and 17 references and 2-1 and 2-2 Charts.

Answer 1 makes more sence
Answer 1 makes more sence since during planning stage you are estimating the cost to develop the budget and hence you have the most impact there.
