From where all tools and techniques can be found in a project as per PMBOK

Dear experts and learners,

we saw number of listed tools and techniques shown in PMBOK GUIDE.
MY QUESTION is in project management framework , where these are preserved.What that source is called?
like
in PMO OFFICE  =>  in OPA
                                   in project documents
                                   in project plans
                                   in liabrary of project
                                       etc

how it comes to the team member while he/she has to apply those , as per PMBOK guide.

As per my knowledge and study , these are the process assets and preserved in OPA provided by PMO to PM/Project Team.
