Work Authorization System

Why Work Authorization System is classified under Execution? 

For me, it sounds more into Planning as it says which work needs to be completed and at which point in time, by whom.

Can someone please clarify?

 Hello,

Team member who need to execute the uses the Work Authorization system(WAS) during Execution to make sure it formally authorizes him/her to do the work. Just imagine a big project in five different countries and PM can not be available every where to authorize the work or tell them in what sequence the work needs to be performed and at what time. WAS helps him/her do that.

Thanks for the reply. Can I get some clarification on the below as well?

1) Why create forecasts is part of Monitoring and Controlling? for me, it sounds more like Planning

2) Why acquire final team is part of Execution? I feel it should be part of planning.

 1. How much more time or money (forecast) will be required to do the remaining work on the project  will be based upon  how much work has been done/how much money spend and the variance from actually planned. Calculating variance (CV,SV) etc. are calculated during Monitoring and controlling. So forecasts also created during that time.

2. According to PMI you plan how much many human resource you need etc. during planning and then you aquire those resource while you start executing the plan so aquire final team is an execution process.
