RMC question - not convinced with the answer

A project manager has just been assigned to a new project and has been given the approved project charter.

The FIRST thing the project manager must do is:
      A.   Create a project scope statement.
     B.   Confirm that all the stakeholders have had input into the scope.
     C.   Analyze project risk.
     D.   Begin work on a project management plan.
 
The RMC answer is B. Their idea is that you need to check that the PC is complete before you go to the next step, but at the same RMC says that you need to assume that proper planning has been done unless told otherwise .


 

 

Such questions are excellent source where your knowledge of Project Management Process Groups and Knowledge Areas Mapping are tested (PMBOK p 43). In such question do not think much and always see from NEXT process perspective. Note the MOST important word in the question i.e. “approved project charter”, especially the word approved….it means the project charter has been finalize and you are done with Initiating Process Group "Develop Project Charter". So what is the NEXT process, its, "Identify Stakeholders" as a part of Project Communications Management and then this would be used as an input to the NEXT process i.e. planning process group (requirements, scope etc), isn’t it? This is reworded into “Confirm that all the stakeholders have had input into the scope”. Do you understand now?


Keep in mind, these are example of NON direct IITO question and you can expect like 30% in the actual PMP exam.


Note – Look for the BEST answer from the choice given, do not open PMBOK and see what book says is the best.
