Few Doubts. Help pls

I am not 100% sure if I understood these terms correctly. Could someone please explain the following
- Administrative Closure Vs Project Closure
- What is ROM. I understand it is -50 to +50 but I notice some documents referring it as -50 to +100.

I know for ROM
2 weeks before I completed the PMP workshop in my company to get PDU and the instructor said ROM can be anything like:
-40% to +75%
-50% to +50%
-60% to +100%
The instructor said that PMBOK does not gives ROM range, it only mentions examples and hence ROM can be anything rough, depending upon the situation.

Vikas – PMBOK does not clearly define what Administrative closure is, but in many answer choices for project closure they often use this term. Most of the good and mature education providers hence talk about Administrative closure. Here are the differences.
Administrative closure consists of releasing the team members (who may be allocated to another project), evaluating employee performance, and patenting (when patents are needed).
Contract closure consists of acquiring full acceptance from the client on the final product. Also, in this step, the buyer (the client) has to pay all the outstanding payments to the seller (the company who made the product).
Note: In case you see in answer choice Administrative closure OR Contract closure ->>>> assume it to be the same.
PMP exam has lots of confusing English words because they also evaluate you through psychometric analysis to gauge you. You must be ready to understand confusing English, some wrong grammar and also situation completely misguiding. Make sure you are prepared for such questions also.
Similar answer holds for ROM, last person said very correctly. PMBOK does not define its value, it just gives an example. So many good mature education providers uses +/- 50 to 100% to make sure you understand.

Rightly said – in the real PMP exam there will be some bad grammar English to divert your attention. In some question, I also noticed long situation given with lots of numerical data, and these were not relevant at all.
To me it looks like these are intentional to check your adaptlibility.
