Sequence of processes

Below is my second post on this forum as a beginner...please let me know if am making any errors.
A new project has just completed the initiating group. The planning process group is getting ready to begin. Which process has just been accomplished, and which process is getting ready to start?

Develop project management plan and direct and manage project executionB: Develop project charter and collect requirements

Identify stakeholders and collect requirementsD:

The ID stakeholders has just
The ID stakeholders has just been accomplished and when you start the planning process, you start by collecting the requirements (which is in the Scope knowledge area).
I would go with "C".

C is the right answer since
C is the right answer since Project charter is developed before identifying the stakeholders.

I would go with 'B', the
I would go with 'B', the project has just compleated the initiating phase meaning Develop project Charter is completed and now they are getting into planning phase i.e. collect requirements.
Pls. correct me if i am wrong.

I would also go with "B" because Initiation part is over and the next logical step is Collect Requirements.
B seems to be the best answer.

I thought its to first create a project charter, then id all the stakeholders, and then collect requirements that they will need?
Saying that it goes from project charter to collect requirements skips the id the stakeholders. I wouldn't think you would id all the stakeholders BEFORE you create the charter.
Does this make sense?

Planning phase has least
Planning phase has least money involved because it’s all about making various baselines (scope, cost, time, risk, quality etc) and getting it approved. The worst case is the plan rejection, but this is iterative as you can re-plan your baselines as per PMBOK. Hence planning process should be least risky.

I would go with C
Because stakeholders should be identified as earliest in the project. The earliest could be along with the project getting authorized..

It is option C. You have
It is option C. You have stakeholder register as an input to collect requirement so need to identify stakeholder first and then collect requirement. You can think of sequence as Develop charter, identify stakeholders and then collect requirement.
